Defrost Fan Blows

Hi, All of a sudden my defrost fan, I think, is blowing without any buttons being pushed. I pulled the blower fuse, the thin metal fuse annd of course nothing is blowing now. Also, sometimes the fan will cut off and then resume blowing again. Almost seems to occur after I stop and then start moving again. Not sure there is a pattern there but I figured I'd supply the info. Is my blower fuse bad? I can't imagine that the fuse has any impact that way. Any ideas? Thanks

You have a faulty AC control unit. It is that unit that after pushing buttons or moving dials sends a voltage message to the fan!!

But I have not pushed any buttons! Same answer?

Now I'm trying to remove the AC control unit. It's not as straight forward on certain web sites. On my 88, 2.3 there are no screws under the control panel. Do I have to remove the entire center console? I've attached pictures of what I'm looking at

Update: Pulled off cover of the blower switch. (see picture). Manual says lift 2 tabs with pointy tool and remove. Ha! Won't budge, Any ideas?
