I would check the vacuum line that is located on top of the throttle body in the center it is white in color. Mine came loose and my top center vents would not work. Don't know if that controls the bottom but worth a quick look. I would imagine that it was a vacuum line of some sort. Hope this helps.

thank you slo. forgive my ignorance but exactly where is the TB located. Never had to deal with it b-4 so I don't know what I am looking at. No luck w/Search. TIA, dlb

My 98 has not been able to direct air towards the feet for years, I dont live any where too cold, so not a big deal for me, hopefully someone can chime in and give us a quick fix!

Well I found the throttle body and there is a U shaped rubber hose on it not more than a couple inches long that attaches adjacent to the TB but no other white lines that I could see or feel. I'm curious to know what vaccum line feeds the vent door system and from where on a 99 V6. With a warm day today I left the car run to find that the radiator fan was running even when the car was cold. Once the car warmed up the fan didn't turn off so I unplugged it. Then I checked the vents again and I was getting air to the floor vents. Let the car cool off, start the car and plug the fan back in and it doesn't turn and air stil coming from the floor vents. Its still a mystery as to why the problem occurred in the first place. Thanks to all for your suggestions.

Glad it's working again. Just a thought though, have you checked the coolant level? I know in some vehicles when the coolant is low it doesn’t always make it to the heater core and can cause issues. Here is a better pic of the line I was talking about. It can get knocked loose when you remove the cover.
