Having issue with Koni Installation and input is greatly appreciated
I recently had a shop install my vogtland springs and koni shocks and upon picking it up and driving around the block noticed a rattling sound coming from the interior. When I opened the hood I noticed the top thread of the shocks has major play and does not tighten to the body. You can actually push the car downward and the threaded portion of the shock remains in place and does not move with the car. Doesn't this defeat the purpose of the shock?

I simply cannot believe they sent your car out of the shop like this. I'd find a new shop. Shocks are one of the easiest jobs on our 202 cars. If they cannot do this task and even worse could not tell something was wrong when tightening down the top shock nuts. I would have serious concerns about their wrenching ability.

Correct. If you look at the diagram koni gives you everything that has a square around the number of the part is re-used from your original shock (two rubber spacers, the foam bump stop and the dust boot that is drilled to enlarge the center hole)

Everything is good to go now aside from the ride height. I'll create another thread in regards to that issue as I'd like some input on how to correct.
