Defrost blows hot but heat blows cold.

1996 220C - When I turn on the climate control to defrost (HI) it blows hot onto the windshield and side vents. If I put on auto or any of the other settings.. heat, heat - vent, it blows cold. It even blows cold through the defrost vents when I put the climate control direction to up only.

Not sure where to start looking but obviously there's a switch or valve malfunctioning. Any one have an idea what's happening and how to fix?

OK.. I did it and this is what I got.
Permanent errors... the ones without the degree symbol.
22 7

Intermittent Errors (with the degree symbol)
23 2
23 3
41 6
41 7
41 9
42 1
42 2
45 1
45 2
45 3
45 4
45 6
45 7
45 8

Now.. I should tell you that currently the AC system is out of coolant as there is a whole in the AC radiator. Just haven't been able to afford to get that one fixed yet so ignore those.

I just deleted all the codes since, unless they auto-delete with a battery disconnect, they have been stored up since I bought it new in 1996. After running the system from defrost to heat a few times and also changing the flow.. it only shows the 227 code on both permanent and intermmitent error. That would be the outside temp sensor which I can confirm is inoperable. Last winter it started showing wildly inaccurate readings then went dark. Not sure where to do from here.

Thanks for the help
