RPM, power loss at high rpm

RPM, power loss at high rpm
Hi
some time ago, when stationary and in gear the rpm is ~600, but now it is ~700. when i put the car into neutral the rpm ~900, when a put it to gear and then back to neutral it is at ~700. What can cause this.
Also, another Issue, when i reach high rpm it feels like it has gone into limp mode, therefore switch off and start the car and i get full power. Any ideas why?
it is a c280 1995.
