hii all please help

i have a c220 w203 2.2L 2002 6speed manual that wont crank/start

when i put the key it unlock the wheel after it make all tha boardlights on and the start action , it turn but not crank i mean that the starter relay S not activated

i tried many thing i will list it

i replace a new battery and the same thing
i check the front sam all fuse ok and all relay also
i also checkthe rear sam and it is ok

in other hand i have a little problem on the motor driving the intake valves
cause when i put the key it start workink i think he try to reach the initial position , i solve that problem by using a resistor between the 12v and pwm pins and did not show any other problem on diagnostics

i mentioned that i have a delphi diagnostic that i use

my hole question is what is the things that make the car wont crank
other one thing i have an EPC error on dashboard i think because i have a EGR error on diagnostic but i think it is not the reason that car wont crank


please help
