What are these and when should they be changed?

Doing my first DIY B1 service and came across these after removing the air filter elements.
They look like charcoal filters, but there is no obvious way I can see to remove them.
Should they be changed? When? What are they called?

We call them charcoal filter its a secondary filter that never needs to be replaced. That's from a c63 tho.
