They are sending a message for sure, but this really won't affect anyone.
As this only affects whether you pass inspection or not vs getting a ticket, owners just need to raise the car up to get the new tags, then back down to the ground it goes.
As most stanced cars utilize coilovers or bags to achieve the look, this isn't even really an inconvenience. Cars with springs only are the ones who will be SOL.

This is as silly as when rumors were floating around that the CA legislature may potentially BAN then selling of "black" colored cars to reduce carbon emissions (since they generally use more air conditioning) back in 2012.

Like Doanster says, the bagged ones won't be affected as they can raise lower at will...seems to be the smart way to go if you just can't stand the "normal" look.
