Hard steering from Steering column module spring?

My steering has really tightened up on the 2008 c350 sport. Jacked up to turn wheels no change. PS pump ok. Took to dealer he said it was the steering column module spring colapsing and needed to replace the whole module. Does that make any sense? $850 to fix on what looks like a 30 min job. Anyone heard of this issue before?
I saw a TSB of LI46-20-P-04 but not sure if it is related, anyone have the TSB?

63 views and no comments? So this doesnt sound like a typical problem? Does anyone have access to the sevice bulliten that might touch on this issue?
