A member with thousands of posts and hundreds of "thanks" received gave you a simple direction. I have a feeling that you may get some help if you answer him.
The handle itself does not have any tension - like spring broke or something. I step on the foot brake but it does not stay in place. Above the handle are 2 screws which I am very tempted to remove to see what's behind it.
Does the brake itself engage? If the car is rolling and you press it?
If you try adjusting your parking brake, keep in mind that it's not done by messing with the strings. You take a lug nut out, rotate the wheel till you see an opening with a little cog wheel inside, tighten it till the brake "bites" and back off four clicks.
Here's a photo of the assembly. You can see the leaf spring and a ratcheting mechanism which seems kind of flimsy. Both could be at fault.

the cable to the brake bay be broken, or the parking brakes may be seized. I'd put my money on the cable or pedal mechanism, it'd be surprising for both sides of the parking brake to completely seize at the same time. The brakes are basically drum shoes that make contact with the inside of the rear rotor hat.
