Does a 1998 C43 have a drain on the torque converter???

Probably. My 1999 E430 and my son's 1999 C43 do, so your '98 should.

Must have had the converter changed at some stage?. mb stopped the drain end of 99 due to cost reasons(says that in WIS).

I think you will need to flush the system to change fluids in the converter.

Yeah, the converter must have been changed, maybe with a transmission repair. In this car I drain the pan and drop it, change the filter and refill with 4 quarts of fluid. Then I disconnect the return line at the hose/hard pipe connection just below the alternator. I direct the hose end (which is coming from the cooler) into a large container. I have a helper start the engine briefly and have the helper stop it when two quarts or so have been pumped into the container. Add two more quarts and repeat the process. If you do this three times you will have flushed the converter. The downside is that it takes about 12-13 quarts rather than 8-9.
