How to make Catback Exhaust Louder

I currently have the iPE exhaust except the headers and front link, so I have the iPE X-Pipe Connecting to the Valvetronic Mufflers. However, it doesnt sound that loud when im driving it, however, it sounds extremely loud when it just start. So I wonder what I could I do the to fix this problem, deleting the primary and secondary cat? If so, what I need to get to replace those parts. Thanks!
