1- if you can lift up your car on jack stands that will help.
2- you need to remove your rear wheels in order to access the inner liner. On each side you have 2 or 3 pin clips that need to be removed in order to have access to the 10mm bolt that holds your bumper to the quarter panel.
3- underneath (still close to the rear wheel well) you have 1 torx 15 or 20 (each side) that needs to be removed.
4- you have 2 bolts (10mm) that hold your diffuser underneath, remove them.
5- use a plastic pry tool to help you un-clip gently each side of your bumper from the panel as well as in the cargo area from the body.
From that point you should be able to slide out your bumper nicely.
Do not forget to put a cloth or whatever soft material on the floor in order to protect the paint if it falls accidently.
In regards to your tail light it's pretty simple. All you need to do is removing the liner in your trunk and unbolt the light assembly easily.
I hope i didn't forget any steps and this will help.
Edit: if you have parktronic just be careful of the wiring harness when you remove your bumper.
