Question about wheel finishes

Question about wheel finishes
Hey everyone.
I have a set of black multispoke wheels that i want to change the colour.
I want the same effect that is found on the CLK BS wheels.
I HEARD that finish is done by some machine that 'rubs' rubber ballbearing type 'things' over the wheels. Or the rim is submerged in some rubber ball thing.
My information could be wrong though, so dont laugh!.
Anyway, i am trying to achieve that finish.
What i am wanting to know, from anyone with experience, if i get the wheels 'blasted' (like Sand Blasting, Soda Blasting, etc) will it make the metal nice & shiny (like a bare metal effect) and i can just clear coat it after?
The wheels are the multispoke 19" rims. They have been painted black (or powdercoated i dont know?) but i think painted.
My IDEAL situation, would be to have them painted SILVER and have the facia machined, but that costs alot to do.
Any advice would be great.
