Thats clear coat / paint burn.
I had this happen on some Polished wheels years ago.
Did you get the car back washed? or did you get the car washed shortly after you got it back?
Typically what happens is the clear coat / paint on the wheel is tarnished due to the harshness of the chemical cleaning agent sprayed on them.
The finish is still smooth correct? Unfortunately theres no fix for it but to get the wheels refinished.

Ouch, you will need to have them refinished. Hope the bodyshop will man up.
OT, not to stir some shiat but is D2 still in business?

Doesn't really matter if D2 is out or not. Any wheel refinishing place can re do them.
Issue is, they are not mono blocks, so he will have to take them apart and get the centres and barrels redone. If only the centres were affected by the damage he can simply remove them and have just those refinished. Not a bad opportunity to refresh the wheel.
Look at it on the positive side he had the wheels for a while it appears.

I agree about D2 being in biz or not is irrelevant in this situation cuz it's not warranty issue. It was only an off topic question as my friend got scammed by them.

Not to be rude, but if you can get them refinished on the bodyshops dime, might be the best thing that could have happened. Don't get me wrong, I like different, but painting that hardware red cant possibly look better than silver or black, can it?
Maybe I am wrong, got any pics on the car?
Sorry to derail (seems I am good at that today), back on topic, have had this happen before as well. Kriston is spot on with chemical issues.
