The speedo wont adjust by itself.
Depending on what you change to from the stock size, will vary how much the speedometer will be "out" by.
Our cars about about 4km/h tolerance (Verified with VBOX)

Um, no.
Usually true. If you're careful about keeping the same rolling diameter, the change will be likely not be any more than about 1 MPH. Use the tire calculator. If you increase tire width (the 255, 265, 275 part of the tire size) or the wheel diameter (the 18, 19 or 20 part of the tire size), then you usually need to decrease the profile (also called the aspect ratio, the 25, 30 or 35 part of the tire size).
