Yes they are. Once you load the tune into the vehicle.
This has never been opened. So not vin locked.
I have original receipt and email from Jerry at Eurocharged to prove it.

Just called this guy twice and no answer. Go figure.
This character, AlexMTL .. Had to sell this tune and handheld for peanuts because he couldn't make the payments on his C63.
