Are octane ratings the same in different countries?

Are octane ratings the same in different countries?
So I've read that in Europe 98 octane is = 93 octane in America and other similar things. I'm curious how would one go about knowing what the true octane level is in the gas that we use?
The average gas station in Tokyo sells regular and high octane gas. All the research I've done and people I've talked to in Japan say that the "high octane" gas is 100 octane. On the Internet I've seen 98~100 octane and I've also seen that's it's excatly 100 however my Japanese skill level for reading and writing isn't the best.
As I'm going to be shipping my ECU/TCU Valve-bodies to Weistec soon, on their request form it's asks for "what octane level will you be using" and I don't want to say 100 and it actually being lower.
Any advice or tips would be appreciated. Thanks!

Haha you know it "HiOcu" or ハイオク.
If the high octane is in fact 100octane, wouldn't the map be better suited for it at 100? Better performance etc?
For safety sake, it would be better to tune a lower octane and put in higher octane?
I'll ask them at weitec For their advice too.
