Clicking noise in driver seat and dash lights blinking?

Clicking noise in driver seat and dash lights blinking?
Anyone can help me out here? It looks like it starts only when the car gets hot, if I drive on freeway ,it gets faster, at red light slower and when I put it in neutral, almost stops. So it's lound clicking noise that comes from the upper section of seat, dash blinks and while it happening no window nor seat can be operational. I need help pinpoint the problem, thank you
