Parking Brake Foot-Pedal Assembly Swap

I need to change my parking brake pedal assembly (the bracket including the pedal, spring, and sensor). It seems to attach to the body of the car by two bolts with nuts on the back. I have no problem getting to the bolt heads with a socket, but I can't figure out how to grab the nuts behind the steel panel.

Does anyone know if there's a trick to this? If you've done it, and can provide some insight, I'd be greatly appreciative.
