to replace the entire assembly you need to remove the front bumper. You can always try to do it without removing the bumper, but I'd take the extra 10 minutes and not risk cracking paint or breaking a tab on an expensive bumper.

no need take bumper all of
you don't need to remove the bumper completely,
I replaced my headlights without removing it completely, just loosen the 2 middle bolts as far out as possible just before the are of and slide the bumper outwards it will give you enough clearance, but yes you WILL have to loosen it to reach the bolts that hold the headlights in place outer side area, left/right.

99CLK320,
remove bumper?
I respectfully disagree. I have on two occasions removed all the mounting points for the headlight assembly and squirreled it around to the point where it just hangs up on the fender before it will come out. I then removed the bolts in the upper fender channel except the one closest to the front window,. this allows you to pull the headlight section of the fender out far enough to get the headlight out. For me, it saved pulling the entire bumper.

I didn't say it was impossible, just that I would rather take the extra few minutes to avoid scratching or damaging anything. Removing it completely is very easy and takes what, three more minutes than what you did? No biggie. On a 14 year old car that plastic bracket under the fender channel gets brittle and I'd rather not half pull a bumper and leave all of it's weigh on that piece and then have to find and buy one. ****'s expensive and hard to find for these cars now.
