Recirc / Fresh Air Flap not moving.

Several weeks ago my recirc / fresh air cabin flap seemed to snap shut - now it
work close when the dash button is pressed. Torn out the glovebox and can see the vacuum actuator and the door will move on its own - although the foam is very gummy - almost shot. I can manually move it with my hand.

Can you replace the vacuum actuator without tearing out the dash - I can get my hands in there and feel the line connectors and wiggle it but I don't know how to release it. My fingers are long and fairly thin. Would prefer to not remove the entire dash. If I find the WIS on the dashboard removal I can do it and just replace the entire flap assembly - isn't very expensive
