How do I take off this rear panel above the licence plate which holds the licence plate lights? There are two screws and a rivet in the end. I cant figure out how to take this off.

I have no idea, I've been wondering the same thing as well
I've been planning on taking it to a body shop or a dealer just to ask(when i get some time) and see what they say......

If you are trying to remove it to replace a burned out license plate lamp... don't (been there done that!) FWIW, on my '98 this panel is held in place with three screws. Once removed, the panel does lift off... only to reveal that the lamps cannot be reached from the outside (grrrrr!)
The lamps are accessible via the inside of the deck lid. Remove the felt liner to gain access (takes less than 5 minutes to replace a lamp). Wear a surgical glove or use some other means to avoid touching the glass lamp, as oils from your skin can cause premature failure (heats up and causes a black spot on the bulb... the black spot then creates even more heat and the filament eventually goes poof!).
Of course if you were removing the panel for some other reason, then sorry for rambling on!
