Do you mean the "rough" black plastic part the runs the width of the rear bumper? It is a separate part and can be removed. It has plastic tabs that protrude through the painted part of the bumper, secured by metal clips. Remove those clips. Then, there are plastic "rivets" holding it in place around the exhaust cutout that must be removed (they are single-use).

I have to ask, why are you removing it? Mine is really chalky with wax residue and I've thought of removing it, too. Just wondering what your plans might be - I might want to do the same thing!

Doing a dual Exhaust and I wanted to remove it so they can do the cutout . The body shop gave me an idea to wrap from the black plastic peace all down in between both tips and do it carbon fiber . Do I have to go behind the bumper to get the black plastic peace off or does it need a plastic trim removal tool?

Just lie on the ground and look behind the bumper - you'll see the tabs from the black panel protruding through the painted bumper panel. There will be a rectangular metal grip-clip stuck on the tab to hold it.
