Limited heater/AC airflow

I have a 2001 CLK55 AMG. The heater blower does not have near as much air flow as I would expect. When the cooling demand is high the display shows that the blower speed is at full and the amount of noise that comes from the blower would indicate that it is on full speed, yet there is minimal airflow. My first guess was the cabin air filter. Upon removing the cover for the cabin air filter I discovered that the car has been running without a cabin air filter. I noticed that one of the clips that holds the cover in place was missing so maybe this is why the previous owner chose not to use a filter. Or maybe he tried to fix the low airflow problem by removing the filter.

Given that the car has been running without a filter is there some other place in the airflow path that could be plugged and limiting the airflow? What other causes are there for my symptoms?

Thank you.

There are a couple of recent threads concerning vacuum leaks that cause the internal vent flaps to remain closed. I suspect this may be part of your problem.

Normally it is the cabin filter, Put one in and re-test.

The blower regulator or porcupine is the next step.
