Need Ideas on how to fix these "touched up" scratches

So the previous owner was a bit of a tard and thought it would be a good idea to use a paint marker to touch up a few surface scratches on the hood of the car. As expected it looks likes complete crap.

What are some of my options in terms of removing the butchered touchup paint and actually fixing the scratch properly?

Any advice is appreciated.
