Fault Code P1470-no turbo pressure

My 210.025 606.962 runs great just no turbo boost. Fault code of P1470(intake or boost pressure control) Car runs great just no get up and go. Any ideas or pictures on what to check. Lost coolant and motor went into limp mode and no turbo after i replaced the radiator. I got a quote of $800 to replace the ALDA but was not assured that part would solve the problem.
Any help or direction to follow will be appreciated. pm me or discuss here.

Must be obvious but have you checked the air cooler and pipes if this happened after the radiator change?

Actually I removed the bumper cover, the inter cooler and everything in front of the fan blades.
Then I re-welded the radiator support in the correct position and re installed every thing. I went back and triple checked all connections and fittings.
I am up to checking everything again.
.......Anything specific that I need to check?.....

I paid $200 to get a computer read out and it said: P1470...Intake or pressure boost pressure control. They wanted $400 to replace the boost control valve and $400 for labor and no assurance that the problem would be fixed.

Where can I buy this part or the repair kit or a used part?

And where is it on the engine?
So I blocked the turbo wide open and it was a rocket ship for 1st and second shift, yjen it slowed down like it was starving for fuel.

Any Help out there????

Boost

My VW Jetta TDI had a similar problem. Basically, one of the downsides to the VNT turbo vane system is that it gets gunked up with diesel carbon. The vanes then get stuck in the idle position (no boost). Solution- pry gently on the vane actuator lever and work that gunk out by moving the vanes manually. Test it first- put a vacuum hand pump on the vacuum line that moves the vanes. See if the application of vacuum moves the actuator lever. If it does nt, that's your problem. if it does, then your boost controller that controlls vacuum application to the vanes is faulty or something upstream of it is. I am assuming that the VNT is vacuum actuated...

BUT, if you could block open the turbo (ummm how exactly did you do this?) then this shouldn't be your problem...
