Considered just reflash and delete on those swirl valves? That is the route I would go personally.

Remove them! Then you must block actuator holes (make a thread and bolt them), and then you must have either operational swirl motor (just connect it to harness and let run freely without linkages), or you may use a resistor tweak to connector plug which emulates sound electric motor (search british MB forums for more info)

Green Diesel Engineering reflash on my OM648 W211 does not even require swirl valve motor preset.

Of course but even then flaps must be jammed in open position or removed

I've got the Euro no swirl valves manifold going on during my next bit of free garage time, welded up EGR INTAKE PIPE smoothed to eliminate the EGR Venturi, EGR cooler deleted, flapper servo obviously deleted as it has no swirl valves in new/used eBay.de manifold. Right now , and for last 80k miles or so valves have just been locked in open position. I know OM648 manifold is different to V6 models but had mine failed on a V6 just deleting the swirl valves is how I would go. With proper reflash you can clean up under hood nicely while gaining power and economy. This is how I know I am getting old.
