So I assume no one has wanted to adjust the temp of the air without AC or heat fan turned on?

I've driven my coupe with all the windows down in moderate temps. and the HVAC system off. I did not notice "hot" air at foot level. The air temp. seemed to be roughly the ambient temp. - maybe a bit warmer. But the flow was so gentle, I don't remember it being a problem.
If you're truly getting significantly hotter air through the bottom vents with the system shut down, then perhaps the dealer should take a look. There have been a few reports of hot air blowing from the driver's side vent even when the A/C is operating full blast. So I guess anything is possible. Other than that, I don't see how the air temp. at the vents could be made lower than the ambient temp. without the A/C compressor's help. Sorry I can't cure your complaint.
