Your mileage will be impacted by the length of the trip, average speed during the trip, percentage of stop and go driving, whether you're driving on a flat roadway or hilly driving, etc. In general, if you take a relatively short trip doing nothing but continuous stop and go driving at a very low average speed or lots of idling, you're not going to be getting high MPG.
If you're asking what normal MPG should be in "normal traffic", you're going to get a wide range of answers. Everyone has a different perception of what constitutes normal traffic based on what they personally encounter on a regular basis. Someone doing the daily commute in downtown LA or midtown NYC is going to have a different view of what constitutes normal traffic and thus what they experience as normal MPG, than the person who lives in the suburbs and does a 15 minute commute to work in light or no traffic.
What's the specific concern? Did you have recent work done on the car and now it is getting much worse MPG?

Hey man thanks for you answer, my main concern here: is it normal for this model vehicle to go as low as 11Mpg? And yes I was stuck in traffic, excessive idling for 1h + , and it was always going down, when I reached highway it went 13-14, but really I just want to know If it's normal, nothing else , and No I didn't do any mods on my car, purchased it from 3 months , thanks.

I don't really track mpg on individual trips as it is not a very accurate gauge of overall fuel economy. I would expect your car to average 20-21mpg in typical mixed driving. I live in San Diego and commute in heavy traffic in my E550 daily and have never gotten below 18mpg average over the course of one tank of gas and I've seen 22-24mpg in extended freeway driving.

I read this post some time ago and thought it best to leave it alone. Having read it again I have to add to the response.
I had a 2012 W204 C63 and I never saw a fuel usage figure as bad as that which you have experienced. Now having said that I never sat dead still with the engine on for an hour so I have no idea what that would produce.
I would definately go to a dealer and ask them to check it. I had a CLK350 before the C63 and it was extremely frugal with fuel.

Here is a quick way to answer your question: If you started your car and just left it idling in your driveway for an hour, the result would be that your car would register ZERO mpg. Just wanted to answer your question for you.

Paul, yes you are correct but as soon as the traffic allowed you to move (and I don't know how far you would have to move) then you would record a MPG.

Obviously. The computer tracking the wheel rotation (your ECU) would then factor in that motion into the calculation used to determine the mpg. The more rotations of your wheels over each time cycle measured and calculated against the amount of fuel expended over the cumulated time cycles produces mpg.
