How to adjust timing?

Hi all. I also replied in one of the threads about this but I thought Id post one with a more detailed question. I recently did a valve job on my heads and have since completed the job. Now my problem is that the rpm is too low during idle at D or R. It idles at about 500 rpm, and it hesitates ever so slightly during takeoff.
Is there a way to adjust the timing on this car? What is the proper timing on it? I used a timing light to check the timing and it seems to be 12 degress to the right of the TDC mark.
I also noticed that one of my rocker tappets is making a valve tick noise. Do I need to replace the entire rocker arm assembly or is there a way to pick that small retaining clip on top of the tappets?
Any advice would sure be appreciated.
