Making Sense of Trouble Codes! Please help!

My check engine light is on. After counting the LED blinks, I came up with the following codes:

17 = "Oxygen sensor is shorted to positive or ground"
22 = "Oxygen sensor heater voltage illogical"
28 = "Intermittent contact in engine coolant temperature sensor circuit"

My question to everyone is: Would any of these codes that the computer is putting out cause the car to have a hard time starting (warm or cold), smell strong of fuel (both behind the car and under the hood), and/or cause bad fuel mileage?

17 and 22=bad mileage/strong fuel smell

28=hard time starting
