260E High Idle problem

'89 260E
260E High Idle problem

Recently I've been having trouble with my idle being stuck around 1000-1500 rpm at all times. I thought it was normal during the winter at temps of -30F but now that spring is here its starting to become a problem.
I've checked and cleaned the idle control valve but still nothing. Although when I unplug the connector for the idle control valve rpm returns to normal. (around 750 idling)
Any ideas on where to start looking for problems? I don't think that it would be a vacuum leak, I've checked all lines and hoses thoroughly. Thanks

As of late I'm leaving the idle control valve unpplugged to avoid the high revving of the engine.
