Slab of foam located behind the fender, what is it?

94 E320 Coupe
Slab of foam located behind the fender, what is it?

I've been restoring my car for the past 6 months now. Today, I was working on the front fenders and after I took off the fender liner I noticed some foam stuffed up in there (passenger side). I pulled it out and its shaped like the letter "I". It was partially blocking the hole where the cold air intake would be if this car were a diesel. My question is is that supposed to be there and if so is it supposed to be on both sides? I know that my car had been in minor accident prior to me purchasing it, so I wonder what is right and not.

I looked up on EPC and the foam is nowhere to be found for the 94 E320, but I did see the exact item for the E500 (states 2 needed), says seal: A1246285998. But what does this seal?
