99 e320 cooling fan issue
As soon as I turn the key on my 99 e320 the electric fan on radiator is constantly on. Only shutting off when key is turned off. Is that normal? Also the outside temp is pegged at -36.

Out Of Control!!
No it's not normal on earth!! check your engine coolant temp sensor!!
The erroneous outside temp indicates that you have a faulty outside temp sensor!!

Would a faulty coolent temp sensor still show temp on temp guage? I guess there's no way to know for sure if its reading the right temp. But when you start it its at zero or what ever and as it warms up it climbs to 80 and stays there. Also where is the outside temp sensor located

Out Of Control!!
Remember the aux fans come on because of an extra high engine coolant and refrigerant temp, plus and depending on the VIN, the aux fan is controlled differently---you don't guess at these things you test for the fault!!
The outside temp sensor is typically located and pressed into the drivers side of the bumper covering.
