Some time has passed---what do you mean----"with system locked out"--what system as there are many on the car??

It has been a couple month or so, it had rained and there was water all over inside my car. its dried now and I can drive around but will not shift to 3-4 gear. talked to mechanic, according to him it is gear system or transmission system which is locked out. It will have to be over written...
