Sunroof problem W210

I have 99 E300Td and 98 E300Td. 99 one has the problem with sunroof it will not work at all. I switched the motor and the overhead console with 98 and everything works on that car. I checked the voltages with the key "off" and "on", on the wiring and compared both cars. Everything seems to be the same the only difference 99 power supply is 12.35V (has new battery), 98 is 12.55V. I would really appreciate some help and ideas. I am out of them now.
Thanks.

This has to be one of those impatient double post--therefore I will ask again are you able to open and close with the hex tool!!----simple yes or no!!

yes, I can open it with hex. You can check the motor by disconnecting the drive with the flex line, which I did in both cars. Motor runs in that situation on 98 but does not on 99. Issue must be electric.
