Euro Plate Mounting to Front Bumper

My front bumper has 4 holes drilled from prior owner. Over time, water has got behind the paint and the bumper is peeling like crazy. I've tried sanding and touch-up paint, put it looks bad and keeps getting worse.

I bought a Euro plate with a 'bracket' as well as the Mercedes bracket that attaches to the bumper. Apparently I need to drill 4 more holes (existing holes don't line up) to attach the Mercedes bracket, to which the plate bracket and plate will attach.

My question is, what screws should I use to attach the Mercedes bracket to the bumper? Any help is appreciated.

PS...my plan is to thoroughly sand and paint and clear coat, then attach the plate. I believe this will solve the issue of future paint peeling. I'd post pics, but no idea how....

My euro plate bracket that I got off ebay had different holes for me to drill through. And I just used 2 matching screws I had in a big container in the garage

Drill small holes, use "body screws" which look like wood screws.

FYI, I got my euro plate holder (as well as euro corner moldings) for a dealer in Germany and the came pre-painted to a perfect match to my body color.
