Is this a water pump issue?

My serpentine belt is hot and very sticky on the smooth side. There is a little bit of black rubber oozing out from underneath belt on water pump pulley. Some smoke comes from engine when it gets hot. Doesn't smell like oil. Just did a 600 mile round trip and engine temp was OK, but it was about 42 degrees on the return trip. There is an intermittent squealing sound. I assume there must be something going on in the water pump that is causing too much resistance. Any comments out there that might confirm this?

New update. The belt is locked now and not spinning.

Does the water pump leak?----Does the water pump turn quietly when engine is running??
