Catalytic Converter going bad :(

The Catalytic Converter on my 2001 E-430 is going bad and I plan on replacing it next month. I live in Los Angeles. How much is this part going for these days? I'd like to replace both sides, as I don't want any more Catalytic Converter problems for the foreseeable future. I looked on ebay and prices are all over the place for this part. What am I looking at if I intend on replacing both sides?

Also, why do most auctions state that Catalytic Converters for this car are illegal in CA and NY?

Please let me know guys, thanks.

California law is not allowing resale of cats, so unless you go to a shop who can find one for you, you have to buy new one.
Years ago, before the law I had my Cat replaced very cheap by shop in Glendora.
Call them at (626) 914-2897 and check what is present situation.
