How can I test the battery control unit?

Battery control unit

When you turn the switch once the instrument cluster turn on & you choice the temperate display in cluster; & press the R-bottom 3time,
NOW YOU CAN START THE VEHICLE

My car is working fine but the upper control panel (UCP) is fault sometimes.(the Backlight work fine but the buttons not working. [seat heater-cooler, esp, hazard, etc] But if I lock the car whit key in the car and I pushing the hazard button after ~20sec, all buttons work fine)
I thought my BCU is fault but I've tried another BCU and the problem is not fixed.
How much voltage is normaly in the battery in standby? I monitored my voltage and this is 12,09-12,3

I don't know about the solution but the battery's voltage is normal
