Trying to figure out why some fuses light up the test light when the key is not in the egnition and some fuses don't?

You have several items on the car that work with ignition off.
Lights, radio, dvd, seats

Since several items work with ignition off, then could the parasitic draw come from these items and since the other fuses do not light up
I have removed all the fuses to find the parasitic draw but could not.!
Also when there is a draw, would the fuse has to light up with the ignition off???
