A couple of things:
1. the headrest moves up and down automatically as you slide your seat back and forth. The further back you go, the headrest will be raised up relative to what position you're in. I suppose it's German safety engineering that if your sitting way back, the car assume you are "this tall" torso-wise. So at a minimum the headrest should be "this tall" so you don't snap your head in case the headrest is way on the bottom. Similar feature was on my former 5 series's seat belt shoulder height vs manual seat belt height adjustment.
2. So at every horizontal position of the seat, there is a "minimum" headrest height. you can always go further up, but can only go down to a certain minimum. Thus in order to move it all the way down, you need to move your seat all the way forward. or at least forward enough so it can be lowered to the lowest position.

On my car, you can lower the headrest using the switch on the door. I do this if I move the seat all the way back as a fully raised headrest looks sort of silly - even for the 6'6" guy who often rides in that seat. Looks really bad when the seat is empty.

Yup, you are correct. and of course I failed to explain well enough. Yes. while it has the automatic function as you slide the seat back and forth and the headrest goes along with it - you CAN also use the manual adjustment ONLY THAT it won't go all the way down unless your seat is all the way forward, you and always go as high as you can manually. But you can only go as low as where your horizontal position dictates.
