ML270 madness

Please help. I have a strange looking T at the top of my engine and it is the end of a diesel line (it does not circulate). It is fed from a T junction in the diesel pipe between the low to high pressure pump. This valve/ bleed thing is broken and leaking diesel. I need to know what it does and can I just cap it off?
