No power (electronic), No ignition supply.

Mercedes ML, 2008, Auto Diesel.

What does work:

Electronic boot release does work, but worm drive doesn't engage so can't actually open the boot more than a few inches.
Instrument cluster lights up when you open the door.
Electric seat adjustment works.
Hazard lights work.
Radio works, even the stalk controls.
Lights work (ish, parking and side lights)
It's an auto and you can move it out of P into N.

What doesn't work:

Central locking doesn't work, from keyfob, from key blade, or even from the internal lock/unlock controls.
Instrument cluster doesn't light up anything other than what you get when you open a door. It'll even go blank whilst the key is turned all the way on.
Putting the key in and turning all the way does nothing (No relay clicks, nothing)
No menus are available on the instrument cluster (shows only mileage)
Engine doesn't crank.
Heater controls don't work.
You can turn the radio on, but the key has no effect (doesn't turn it on)
Diagnostic tools can't establish a connection, but there's 12.5V on the diagnostic connector.

What's been tried:

Tested all fuses, seem OK.
Battery voltage 12.5V. Charging has no effect.
Tried disconnecting battery and left for a while. No effect. Car has small aux battery which was not disconnected.

Thoughts:

Seems like Terminal 15 is dead? No idea why or how. Thought possible EIS problem, but why would that affect central locking, boot, etc?

Any thoughts from other people?

No codes. Diagnostic tool knows there is power at the OBD port, but can't communicate with the vehicle.
