I believe this is just a cover that is installed on the bottom of the rear bumper for models that DO NOT have a tow receiver installed. You remove this piece when you install the receiver to the vehicle and you cannot reattach it because the receiver is now in the way.

I just took these to show where I think it goes. I'm pointing at the edge of the bumper on the bottom side where it starts rounding up. Which is where it appears to me that piece would fit.
