The kicker: according to the paper, being footless does not necessarily qualify Url for unemployment compensation.

Amen on that one! Since he is unemployed already and lost benefits, he probably doesn't have insurance... Not sure how the system works in Australia, but here in America, the population at large would be paying for his medical care... Cutting his head off would negate that and get a useless bum off the streets permanently!!! That's exactly why I favor automatic weapons!! Yet another form of population control!!!
