need help removing headrest and back seat panel 2006 R350

Two screws on the bottom of the seat back. Remove screws, slide seatback towards floor, remove seatback.
2 minute operation, tops |

Back seat plate
is that for the cover, or the steel plate under the cover? I've been trying to remove the steel cover for the same reason for over a year.....
