Exclamation Steering Column Power Tilt Issue

The power tilt function on my steering wheel is not working but the power telescoping function is still working. I called the dealership to see if the motor that controls the tilt can be replaced and they said the entire column must be replaced at a cost of $1700 plus labor!

Please help with the following questions:

Has anyone had this problem?
Is this a recall or TSB that could be fixed by the dealer for free?
Could the issue be a bad fuse/relay/module?
If the column must be replaced, would it be okay to by a used one?
Is this a DIY job?

I had a problem similar to this and a connection had just become loose. Might want to have an independent take a look at it first.
