Electrical issues-wiper and NAV drive

Electrical issues-wiper and NAV drive
I noticed a couple other electrical issue with car.
1) wipers-they work correctly on all speeds when engine is not running. When engine is running they will not work at all on any speed setting. I check hood to ensure is was shut.
2) The NAV DVD drive continues to spin even after the key has been removed. I think this is what is contributing to my battery drain issue. What fuse controls this? Is this controlled by SAM?
